Why Enterprises Are Evaluating Quantum Migration Now

NIST finalised its first post-quantum cryptography standards in August 2024 — ML-DSA (FIPS 204), SLH-DSA (FIPS 205), and ML-KEM (FIPS 203). The US federal government has mandated migration for all agencies by 2035, with critical systems targeted by 2030. Financial regulators in the EU and UK are issuing similar guidance.

For blockchain-based systems, migration is structurally harder than it is for centralised infrastructure: every on-chain address is tied to a public key that cannot be rotated without moving funds. Harvest-now-decrypt-later attacks mean adversaries are already collecting ciphertext from today's blockchain transactions to decrypt once a cryptographically relevant quantum computer exists.
